    Assistant Chief Industrial Appeals Judge

    The Board of Industrial Insurance Appeals (BIIA) is recruiting for an Assistant Chief Industrial Appeals Judge.

    Salary Range:  $120,000 - $123,900, depending on qualifications.  Positions assigned to the Seattle Office receive a 5% premium in addition to the base salary.

    Location:  The BIIA's headquarters is located in Olympia.  The successful applicant may choose an official duty station at a staffed BIIA office in Olympia, Seattle, Spokane, or Yakima (subject to approval by the Chief Judge).  Due to the COVID-19 pandemic, the majority of BIIA employees are currently teleworking.

    Duties:  Reporting to the Chief Industrial Appeals Judge, this position is one of eight Assistant Chiefs and a member of the agency's Extended Management Team.  Primary responsibilities:

    • Supervise at least six Industrial Appeals Judges. Lead, coach and mentor staff for high-level performance and personal growth.  Evaluate judicial performance and determine and impose appropriate disciplinary or corrective action in consultation with the Chief Judge.  Assist in the interview and hiring process for new staff.  
    • Provide coverage for hearings, mediation, and review.  Review the timeliness and accuracy of written orders, the proper conduct of quasi-judicial hearings, and the proper interpretation of the laws under which proceedings are conducted.  Review Orders on Agreement of Parties and Dismiss Orders for legal sufficiency, and rule on and issue orders on interlocutory appeals.  Timely issue legally correct orders on cases assigned.  
    • Directly contribute to and support the agency's mission, vision and goals.  As a member of the Extended Management Team, actively participate in development and implementation of the agency's strategic plan.  Implement agency-wide initiatives as assigned.  
    • Serve as a member of the Dispute Resolution management group and participate in tactical and strategic management decisions impacting the Dispute Resolution division.
    • Develop policies for program area through active participation with Extended Management Team and division management group.  Implement and apply policy in areas of program responsibility and in performance of supervisory duties.
    • Actively work on internal committees and special assignments to achieve agency improvements and fulfill agency strategic goals.  


    Qualifications

    • Juris Doctor
    • Active or judicial membership in the Washington State Bar Association
    • Ability to travel throughout Washington State 
    • Five years' experience practicing law in Washington state with an emphasis in workers' compensation law, WISHA, or other areas of law covered by the Board of Industrial Insurance Appeals

    As our Hearings Examiner you will preside over administrative hearings to adjudicate disputes between licensees and the Department, under Title 46 RCW.  Working under tight deadlines with flexibility and agility you will perform legal research by using electronic research tools, analyze relevant law, and determine the application of law to the facts. You will exercise final decision-making authority when presiding over administrative hearings. As the Hearings Examiner, you will frequently determine the admissibility of evidence, direct procedural protocol, authorize issuance of subpoenas, rule on motions and objections, and consider all evidence and legal argument to determine whether the Department’s remedial sanctions against drivers are lawful.

    Some of what you will do:

    • Perform legal research by using electronic research tools.
    • Analyze relevant law and determine the application of law to the facts.
    • Review audio and video evidence.
    • Create and type final orders with findings of fact and conclusions of law rescinding or sustaining the department’s actions.

    Thurston County Public Defense is currently recruiting for four (4) Defense Attorneys.
    • Two (2) full-time regular positions with immediate placement in the Superior Court Unit for felony representation. 
    • Two (2) full-time project positions with an end date of December 31, 2024, with immediate placement in the District Court Unit for misdemeanor representation.
    Depending upon qualifications, the successful applicants will be placed either at a Defense Attorney II or Defense Attorney III level. The Defense Attorney III is distinguished by years of experience and the responsibility to handle both adult and juvenile felony and misdemeanor caseloads.
     
    Responsibilities may include, but are not limited to, the following:
    • Manages a full felony, misdemeanor, and gross misdemeanor caseload (depending on unit assignment).
    • Reviews police reports, interviews witnesses, works with the court and Prosecutor to resolve cases. Appropriately utilizes non-attorney professional services.
    • Reviews reports from DSHS, interviews appropriate parties, works with the attorney generals office, case workers, social workers, experts, court personnel to resolve cases.
    • Performs a variety of legal office work, prepares appropriate legal pleadings, does necessary research, maintains required statistical information.
    • Prepares cases for trial, pre-trial and post-trial hearings and/or please bargains the cases with the Deputy Prosecuting Attorney.

    • Handles miscellaneous calendar duties such as arraignment calendars, initial appearance calendars and interpreter calendars.

    Responsibilities

    Qualifications

    • Knowledge of and experience with ERISA, HIPAA, federal tax and securities laws, including IRC, '33 and '34 Acts, Sarbanes-Oxley and Dodd-Frank is required, and general familiarity with applicable foreign laws related to employee stock plans is preferable.

    The Spokane County Bar Association (SCBA) and Spokane County Bar Volunteer Lawyers Program(SCBVLP) seek an inspirational and community-minded leader to serve as the Executive Director for both organizations. As a professional membership organization, the SCBA seeks to enhance the integrity and competence of the legal community and to pursue greater access to justice for all county residents. Its companion organization, the SCBVLP, is a 501(c)(3) nonprofit that recruits volunteer attorneys to provide legal services to low-income residents of the Inland Northwest. The Executive Director will lead and manage both organizations.

    Essential Responsibilities:

    Membership Support and Development

    o Strategic and operational outcomes, including membership turnover/retention, staff turnover/retention, barriers to achieving strategic and/or operational goals

    - Assist the Board in developing and refreshing a long-term strategic plan; ensure that the strategic plan has specific, measurable goals that are regularly reported to the Board.

    - Collaborate with Board to support Officer and Trustee recruitment, conduct elections, and  engage in ongoing orientation and development.

    Position Qualifications:

    Required Education/Experience:

    DESIRED QUALIFICATIONS

    • Significant brief writing experience before state and federal trial and appellate courts.

    • Experience managing discovery strategy, including developing an overall plan, drafting discovery requests, responses, and objections.

    • Experience on trial teams and arguing motions to a court.

    • Comfortable being a primary point of contact for clients.

    • Excellent academic credentials.

    • Federal or state clerkship experience preferred.
