    Position Description

     The Office of Labor Standards has an opportunity for one strategic, adaptable Policy Analyst to join our highly skilled, innovative policy team in a fast-paced, dynamic work environment. These positions will work on projects that further the development and implementation of Seattle's existing and future labor standards. Our forward-thinking work focuses on policies that advance economic justice, workplace equity, and worker well-being, and centers our City’s most vulnerable workers.  This work may include legislation, administrative rules, fiscal recommendations, and programs subject to review and approval by policy makers.
     
    The Policy Analyst plays an important role in promoting workplace equity, protecting the rights of low-wage workers, helping employers comply with labor standards, and advancing race and social justice. This position will work in an independent, self-directed manner with collaboration across the OLS team. Policy Analysts perform extensive policy and legal research, analysis, and writing; conduct stakeholder engagement; create reports, trainings, and outreach materials; provide compliance assistance; apply race and social justice principles to all levels of work.

    Job Responsibilities

    Here is more about what you will be doing: 

    ·      Champion Equity.  Apply race and social justice lens to all work and engage in office efforts to eliminate racial disparities and achieve racial equity in City government and broader community.    

    ·      Policymaking. Facilitate and support stakeholder rule-making processes, including engagement with community and business organizations, employers, and workers. Conduct policy and legal research on leading enforcement and outreach practices as reported by national and local policy organizations, worker and business organizations, and local, state, and federal jurisdictions. Conduct policy and legal analysis of recommendations. Provide recommendations to the Policy Manager and Director. Create presentations, informational materials, and reports on policy recommendations and report on implementation and progress. Regularly engage with other City departments, the Mayor's Office, elected officials, other jurisdictions, and the general public. 

    ·      Legislative and rule development. Lead and support efforts to draft legislation, administrative rules, and other written documents that incorporate multiple levels of feedback and review from internal and external stakeholders. Be highly attuned to issues that affect the workplace and policies that can mitigate or eliminate negative impacts on the most vulnerable communities, including low-wage workers, people of color, and immigrants and refugees. 

    ·      Outreach. Support the office's outreach efforts through established and innovative means including but not limited to development of awareness campaigns; creation and delivery of trainings; creation of informational materials; management of limited budgets; and provision of expert-level, compliance assistance. 

    ·      OLS Commission/Worker Standards Board. Provide programmatic support for the Labor Standards Advisory Commission and/or the Domestic Workers Standards Board by assisting with administrative needs; coordinating subcommittees and occasional special events; performing research; making presentations on the office's work; and facilitating discussions amongst members. 

    ·      Strategic enforcement campaigns and other special projects. Support the office’s efforts to develop innovative approaches to enforcement and outreach that involve cross team collaborations and community partnerships.  Further the office’s policy goals through the successfully execution of various special projects, including participation and leadership on inter-departmental teams, drafting responses to Council resolutions, statement of legislative intents, or City Audits, and facilitation of consultant contracts and/or studies for policy or other projects.

    Your effectiveness in this role will depend on your ability to:

    • Apply strong reasoning and analysis skills to quickly understand, evaluate, and comfortably navigate policies, public policy, legal requirements, and data. 

    • Research, develop, and implement policies, laws, administrative rules, and programs.  

    • Draft briefs, ordinances, administrative rules, and policies.  
    • Project management, especially in producing, tracking and managing multiple deliverables with overlapping deadlines.  
    • Adapt easily to changing priorities to meet deadlines in a fast-paced, team-oriented and political environment.
    • Develop and deliver technical trainings and other presentations.
    • Commit to listening, creating space for diverse perspectives, and the pursuit of inclusive and just outcomes.
    • Communicate with clarity and tact, create trusted partnerships, and demonstrate strong interpersonal skills. 
    • Recognize how institutional racism and government has contributed to inequality and the wealth gap between white people and Black, Indigenous, and People of Color (BIPOC).

    You will be prepared for this role if you have the following knowledge and skills:

    • Understanding of race equity, especially as it pertains to the workplaces, workplace policies, and worker’s rights.
    • Knowledge of local, state and federal employment laws, including Seattle's labor standards.  
    • Familiarity with government, including enforcement agencies and their investigative role, and worker’s rights. 
    • Comfort with interacting with elected officials and the public and with collaborating with workers, employers, and community or business organizations. 
    • Exceptional critical thinking skills with strong analytical skills and understanding of public policy     and the policy-making process. 
    • Experience building collaborative relationships with vulnerable populations, including those who may not have English proficiency.
    • Exceptional technical writing, editing and data analysis and oral communication skills.
    • Facilitation, negotiation, and conflict-resolution skills. 
    • The ability to work in an independent, self-directed manner and collaborate with a team. 
    • Proficiency in Microsoft 365 suite of products (e.g. MS Outlook, Office, OneNote, Excel) for communications, data analysis, and reports.

    GENERAL PURPOSE:

    This Legal Counsel I position is expected to provide legal analysis and counsel on a variety of legal matters including; intergovernmental agreement negotiations; land use and development regulations; environmental law; municipal law and policy matters.

    The Legal Counsel I classification is considered non-managerial professional, fully functional in all aspects of an industry/technical field. Positions at this level serve as a technical resource assisting in providing support and analysis to multiple functional areas. A Legal Counsel I works on moderately complex projects where analysis of situations or data requires an evaluation of variables using technical concepts competently and effectively.

    ESSENTIAL FUNCTIONS:
    The following duties are a representative summary of the primary duties and responsibilities of the position:

    • Provide legal research, analysis, and strategic advice on a variety of legal matters, including: land use permits, development regulations, environmental law, intergovernmental agreements, railroad and utility relocation agreement negotiations, policy formation, and general municipal law matters.
      Review new and existing statutes and local regulations, particularly land use and development regulations, and provide legal and strategic advice regarding statutes and legislation. Prepare, review, and negotiate, agreements and other legal documents.
      Work closely with project and permit teams to review and revise permit application materials before submittal to Agencies Having Jurisdiction (AHJ’s).
      Review environmental documents, work closely with project teams to obtain environmental permits, and negotiate with regulatory agencies.
      Prepare, draft, and/or revise a variety of legal correspondence including letters, memos, briefs, opinions, and other legal documents.
      Assist in representing the Agency in litigation claims and cases including discovery, motion, and trial practices.
      Assist in legislative matters including researching, reviewing and preparing resolutions, motions, policies, and other legislation, and provide recommendations to management staff;
      Attend and participate in professional group meetings, and stay abreast of new trends and innovations in the field of law.

    MINIMUM QUALIFICATIONS:

    Education and Experience :
    Graduation from a law school accredited by the American Bar Association with a Juris Doctorate degree. Three years of increasingly responsible legal experience in a law firm, in-house legal department or government legal department. Experience in land use, environmental, real estate or municipal laws preferred and non-Legal experience in these areas may also be considered. 

    Required License or Certificate:
    Member in good standing with the Washington State Bar Association or other state Bar Association with the expectation of obtaining the Washington Bar Association License .

    Required Knowledge of the following:
    • Basic legal principles, practices, and procedures;;
    • Methods and techniques of legal research, negotiating legal issues,  and agreements;
    • Judicial procedures and rules of evidence;
    • Legal precedents and court decisions impacting litigation; and

    Staff Position – Community Legal Resources Manager QLaw Foundation of Washington is seeking a Community Legal Resources Manager to fulfill projects related to creating and disseminating legal information and education materials, outreach and partnership with LGBTQ+ communities, and support for LGBTQ+ inclusion within the legal system.     Dorsey & Whitney LLP is seeking an experienced Corporate Associate to join our Salt Lake City, Seattle, Toronto or Vancouver office. This associate will primarily support the Capital Markets & Corporate Compliance Practice Group in Toronto which focuses on Canadian/U.S. cross border transactions. The associate will work closely with Dorsey partners and clients on a wide variety of matters, providing a great opportunity for professional growth.

     

    The associate will primarily provide U.S. legal advice to Canadian issuers but will also provide advice to U.S. domestic and other foreign companies. Dorsey’s Capital Markets team advises clients on the full range of public and private financings in the United States. Our experience encompasses the complete spectrum of equity, debt and hybrid instruments.     Qualified candidates will have:

    - Three to five years of corporate attorney experience, including public company governance, public offerings, registered direct offerings, PIPE offerings, Nasdaq and NYSE compliance and public mergers and acquisitions;

    - Experience working in the business/corporate group of a large law firm;

    - Strong communication and writing skills;

    - Top academic credentials;

    - At least one U.S. bar admission; and

    - Experience working with Canadian or other foreign public companies, strongly preferred, but not required.
