    Position Description

    The Government Affairs Section of the Seattle City Attorney's Office is seeking a litigator with an interest in public sector practice to join our team. As an Assistant City Attorney, you will defend lawsuits against the City of Seattle and bring affirmative litigation in practice areas including constitutional, charter, regulatory, ethics, and municipal law litigation and local government litigation work. Additionally, you will be involved in litigation involving the Seattle Police Department, typically defending against § 1983 cases alleging violations of constitutional rights. These claims span from relatively minor matters to intensely litigated cases involving severe injuries, death and/or matters of public importance. Government Affairs litigation matters often attract significant attention from elected officials and media representatives.

    Job Responsibilities

    This position will focus primarily on litigation, although it may involve advice work on matters where litigation is anticipated. You will be successful in this role if you are capable of handling all aspects of both affirmative and defense civil litigation independently, including motions practice, discovery, trial and appellate work. You will be successful as a Government Affairs litigator if you can balance highly scrutinized matters of public importance in a fast-paced and ever-changing litigation landscape.

    Because this is a general litigation position, you will need to quickly learn and develop strategies regarding a wide variety of substantive areas of the law; collaborating with your team to find creative solutions to a myriad of case and client-related concerns.
     

    Qualifications
    • Expertise in municipal or government-related law and other public interest topics,
    • Ability to first-chair complex litigation in state and federal court,
    • Demonstrated effective and independent litigation skills
    • Ability to effectively represent elected and high-profile clients in prominent matters,
    • Demonstrated proficiency in research, writing, and communication skills,
    • Effectively complete complex assignments independently and a wide variety of tasks simultaneously.

    About the Office: 

    United States Attorney’s Office (USAO) for the Western District of Washington is responsible for representing the federal government in virtually all litigation in the Western District of Washington (WDWA) that involves the United States in some way. A large portion of the work involves criminal prosecutions for violations of federal law. The office also handles civil lawsuits by or against a Department or agency of the United States, and actions to collect judgments and restitution on behalf of victims and taxpayers.  The  USAO is divided into two litigating Divisions (Criminal and Civil). The main office is located in Seattle, Washington and a branch office is located in Tacoma, Washington.  The office has an authorized strength of approximately 74 Assistant United States Attorneys.

    Job Description: 

    The Assistant United States Attorneys in the Criminal Division pursue prosecutions for violations of federal law that occur within the District. Criminal Division Assistant United States Attorneys advise federal law enforcement agents on criminal investigations, present criminal cases to the grand jury, try criminal cases before the United States District Court, and at times represent the United States in criminal appeals before the Ninth Circuit Court of Appeals.

    The attorneys hired for these positions will be assigned to criminal matters involving various areas of federal criminal law.  These positions may be located in either the Seattle or Tacoma Offices.  Applicants should   state their preference of office location in the cover letter. Further, any applicant hired for a position to be located in the Tacoma Office should anticipate spending the first several months in the position working at   the Seattle office for training.  Work in the Tacoma office also requires periodic travel to Seattle as needed for casework and additional training.

    Qualifications: 

    The applicants must possess a J.D. Degree, be an active member of the bar (any jurisdiction), and have at least three years post-J.D. experience. Ideal qualifications include at least five years of post-J.D. litigation experience, with some experience in criminal law.

    Applicants must demonstrate a quick analytical ability and an ability to synthesize a wide range of data, help direct an investigation and have the ability to accurately and precisely articulate the critical issues in a case. Applicants must demonstrate superior oral and writing skills, strong research and interpersonal skills, and good judgment.  Applicants must possess excellent communication and courtroom skills, and exhibit     the ability to work in a supportive and professional manner with other attorneys, support staff and client agencies. Applicants must have a demonstrated capacity to function, with minimal guidance, in a highly demanding environment and in the highest ethical manner.

    Applicants will be expected to do their own legal research and writing, and will be substantially self-sufficient in preparing day-to-day correspondence and pleadings.  Applicants also must demonstrate excellent computer literacy skills to include experience with Internet research, electronic court filing, electronic mail and data management, word processing, and video-conferencing systems.

    Salary: 

    $70,120 to $170,700.00.

    JOB DESCRIPTION SUMMARY                     

    The YWCA Spokane has an exciting leadership position for an experienced and energetic attorney to serve as its next

    Director of Legal Services. This self-directed leader will be responsible for providing both direct client representation and leadership, direction and support to the YWCA’s legal team.

     

    PRINCIPAL DUTIES AND RESPONSIBILITIES

    Primary job duties are to provide legal services for domestic violence victims and to provide administration and supervision of YWCA legal program, grants and staff. This position may be assigned to some or all of the following responsibilities:

            Provide brief legal services and direct representation for victims of domestic violence petitioning for civil orders of protection, divorce, child custody, and related family law matters. 

            Oversee the delivery of high quality legal services by implementing best practices in service delivery, ensuring legal staff receives training and mentorship and adheres to the highest standards of legal and professional ethics.

            Mentor legal staff in the development of best practices, case strategy, monitoring caseloads, ensuring case coverage and compliance with case management protocols.

            Lead, direct and guide the team by setting clear performance expectations, providing direct performance feedback and creating opportunities for ongoing growth and development

            Monitor and ensure compliance with all funding requirements of department’s federal, state and private grants

            Ensure legal services team and partners meet all contractual deliverables, coordinate grants and contracts reporting requirements, and ensure compliance with programmatic, administrative and budget goals.

            Build and maintain effective relationships with partner service organizations including Inland Northwest Legal Assistance Collaborative partner agencies in Spokane, Pend Oreille, Stevens, Whitman, Ferry and Kootenai counties.

    Student Legal Services has an outstanding opportunity for a Staff Attorney.  Student Legal Services provides a safe and confidential space for UW-Seattle students who have legal questions or concerns. We assist students with immigration matters, landlord/tenant questions, domestic violence protection orders, estate planning documents, discrimination claims, criminal cases, name and gender marker changes, and traffic tickets, among other services. We provide free 40-minute consultations and students can hire SLS for a low hourly fee for ongoing representation.

    This position is responsible for supervising third year law students in a broad range of practice areas. Primary legal responsibility for the landlord/tenant, family law, and criminal law case load as well as other issues areas depending on experience. Provides support to the Directing Attorney in support of the program operations.

    Responsibilities

    Deliver indirect (through Rule 9 licensed legal interns) and direct legal services to clients throughout the calendar year as needed, including during exam periods and academic breaks.

    Assist in the development and interpretation of policies that relate to Student Legal Services clients and case acceptance. Work cooperatively with HUB administration staff, especially in payroll and budgetary matters.

    Assist in selecting, training, supervising, and evaluating a staff consisting of seven to eight part-time Rule 9 licensed legal interns (third year law students with a limited license from the Washington Supreme Court that authorizes them to practice law under attorney supervision) and two part-time undergraduate legal assistants during autumn, winter, and spring quarters, and one full-time licensed legal intern and one part-time undergraduate legal assistant during summer quarter. The Staff Attorney will split direct supervision responsibilities of these interns and student assistants as follows:

    •Provide day-to-day supervision and regular evaluation of three to four licensed legal interns who furnish legal services to currently enrolled UW-Seattle undergraduate, graduate, and professional students. Coordinate back-up supervision if needed by private volunteer attorneys who serve as Rule 9 supervising attorneys.
    •Provide day-to-day supervision and regular evaluation of one undergraduate legal assistant who provides office support for client scheduling and training. Each legal assistant also has responsibility for one or more of the specialty areas below.


    The Staff Attorney will take lead responsibility for two to three of the following areas:

    •Recruitment and Hiring: Oversee the recruitment and hiring processes of the Rule 9 licensed legal interns and undergraduate legal assistants.
    •Training and Meetings: Provide training for Rule 9 Licensed Legal Interns and undergraduate legal assistants, regarding the Rules of Professional Conduct and other areas of law. Attend all staff meetings to provide additional guidance and instruction to Rule 9 Licensed Legal Interns and undergraduate legal assistants.
    •Budget Management: Prepare and manage operating and capital budgets.  Present annual operating and capital budget requests to the Services and Activities Fee Committee.
    •Outreach: Coordinate and present workshops to student groups on issues of interest such as immigration law, landlord-tenant issues, family law, criminal law, traffic, employment, income tax, contract law, and legal careers. Develop and promote marketing materials and participate in advocacy efforts.
    •Office Technology: Prepare office usage statistics. Identify sources of legal referrals and law office technology. Oversee client files and intake process on Clio Grow, Clio Manage, and/or eImmigration.
    •Office Operations: Assist in office operations as requested by management including but not limited to: manage office supplies, document retention, client files, personnel records, client trust account, and client billing protocols (including responding to requests for waiver or reductions in hourly billing rates in matters with ongoing representation).


    Maintain collegial relations with faculty and staff of UW School of Law, especially clinical law program and career services.

    Qualifications
    •Law degree from an ABA-accredited law school, or successful completion of APR 6 Law Clerk Program.

    The Congressional Research Service (CRS), American Law Division (ALD) is seeking a Supervisory Attorney (Section Research Manager).

     

    The Supervisory Attorney for the American Law Division (ALD) of the Congressional Research Service (CRS) leads a section of ALD legislative attorneys who advise Members of Congress, congressional committees, and their staffs on legal questions of national and international significance.

     

    Service to Congress:  Directs and supervises the legal research, analysis, and writing by a section of ALD legislative attorneys for Congress on questions of national or international importance that arise during the legislative process. Through critical review, ensures that legal research, analysis, and writing is objective, authoritative, nonpartisan, timely, and accessible; reflects the congressional agenda; and responds to the legislative needs of Congress.     Projects and Collaboration:  Directly supervises a section of ALD legislative attorneys as well as multiple subject matter teams of ALD legislative attorneys and may, as directed by the ALD Assistant/Deputy Assistant Director (AD/DAD), design, organize, coordinate, and implement major  projects, programs, and initiatives related to sensitive and complex legal questions of national or international importance. Coordinates and collaborates with counterparts in other CRS divisions to design, develop, and implement multidisciplinary projects, programs, and initiatives related to sensitive and complex legal questions and public policies of national or international significance. 

     

    Administrative:  Advises and assists the ALD AD/DAD on all facets of division administration. Contributes to and helps develop CRS-wide strategic goals and priorities. Ensures that ALD staff accommodate the changing needs of Congress and congressional committees and staff.  Leads staff in achieving the Library’s and CRS’s visions, missions, and goals by managing performance, communicating priorities and management initiatives effectively, fostering continuous improvement and innovation, building and maintaining relationships, and leveraging diversity and inclusiveness. Oversees ALD staff’s implementation of CRS policies. Exhibits commitment to the Supervisor Core Competencies of the Library of Congress.

     

    The Supervisory Attorney’s responsibilities will include:

    • Ensuring that attorneys produce objective, authoritative, and nonpartisan analysis that enables Congress to assess legal issues that inform the legislative agenda, congressional oversight of executive agencies, and the scope of Congress’s power;
    • Utilizing a knowledge of constitutional and administrative law, critically reviewing written analyses produced by legislative attorneys to ensure accuracy, authoritativeness, objectivity, and overall quality;
    • Identifying and coordinating legal research and analysis conducted by the section on matters of legislative importance and, as directed by the AD/DAD of ALD, engaging in such functions for division-wide projects;
    • Proactively establishing relationships with committees of jurisdiction, building long-term relationships with clients, and taking initiative to seek out new congressional contacts for CRS;
    • Managing congressional requests for legal analysis from attorneys in the section;
    • Collaborating with other managers to ensure an integrative approach to the work by identifying significant issues facing Congress, developing legal analytical approaches to address them, and applying appropriate resources;
    • Managing and supervising legislative attorneys, communicating performance standards/expectations to staff, assessing performance and giving feedback; and
    • Performing special assignments as directed by the AD/DAD.

     

    Candidates with management experience in high-pressure legal environments (e.g., in law firms or litigating on behalf of the federal government), who have strong interpersonal skills, and are capable of leading a highly motivated, talented team of attorneys committed to providing Congress nonpartisan, authoritative, objective legal analysis are encouraged to apply. Prior experience as a judicial clerk on a federal or state court may be beneficial. Prior experience in environmental or financial regulatory law is helpful, but not necessary.

    Reports to: Senior Staff Attorney, Housing Justice Project
    General Information: HJP Staff Attorneys participate in housing clinics located at the King County Superior Court and Maleng Regional Justice Center as well as the HJP Hotline created in response to the COVID crisis. Staff Attorneys supervise volunteer attorneys, represent clients at show cause hearings, appeals, and trials. Staff Attorneys participate in workshops and evening outreach events.  Staff attorneys also assist with policy work, lobbying, and legislative activities. This is a full-time position requiring some local travel within King County to the Kent and Seattle courthouses as well as to meetings and various outreach activities.

    Advocacy:

    • Direct client representation, appeals, trials, and other civil litigation
    • Work with Senior Staff Attorney to develop and meet priorities and program goals
    • Work with, train and mentor volunteers to provide legal advice and limited representation to tenants
    • Pursue legislative and policy changes
    • Implement creative advocacy for tenant’s rights
