    The University Complaint Investigation and Resolution Office (UCIRO) investigates complaints of violations of the University’s non-discrimination policies, including allegations of discrimination, harassment, and retaliation.  UCIRO also investigates and responds to most charges of discrimination filed by individuals with external agencies, such as the Equal Employment Opportunity Commission (EEOC), the Washington State Human Rights Commission (WSHRC), and the Office for Civil Rights (OCR). The Title IX Investigation Office, which is staffed by the same personnel as UCIRO, investigates allegations against University students that may violate sexual misconduct provisions of the University’s Code of Student Conduct.

    We have an outstanding opportunity for an Investigation and Resolution Specialist.

    The Investigation and Resolution Specialist, under the general direction of the UCIRO manager or his designee, acts as a neutral, objective fact-finder, and investigates alleged violations of the University’s non-discrimination policies and corresponding federal and state laws. The Investigation and Resolution Specialist may also investigate alleged violations of the University’s Code of Student Conduct related to sexual assault, stalking, relationship violence, and/or domestic violence. Depending on the matter, the Investigation and Resolution Specialist may also facilitate the resolution of a complaint.

    Position Duties & Responsibilities:

    65% - Investigates complaints made internally within the University that assert violations of University of Washington policies, including: non-discrimination policies and sexual misconduct policies.  Prepares summary outlines and/or detailed written reports. Orally communicates investigative factual determinations and analysis to complainants, subjects, departments, and others with a business reason to know.  Evaluates and advises on potential exposure risk associated with complaints investigated. Investigates complaints filed with external agencies and charges against the University of Washington, including: complaints of discrimination (e.g. Title VII, ADEA, ADA, Title IX, etc.), retaliation, and harassment. Conducts investigations in accordance with state and federal laws, regulations and applicable case law. Provides agencies with detailed written responses and information that complies with agency standards. Assists with implementation of compliance agreements.  Participates in external agency fact-finding and mediation conferences as necessary.  Prepares witnesses for interviews with administrative agencies conducting on-site investigations. Evaluates and advises on potential exposure risk associated with complaints investigated.

    25% - Collaborates with University departments, Human Resources representatives, Assistant Attorneys General, and administrative personnel in handling complaints and related issues, as appropriate. Leads cross-departmental resolution teams in devising, refining and implementing appropriate and creative approaches to dispute resolution. Participates in investigation-related activities as necessary, such as testifying as a witness in internal proceedings related to employee or student misconduct. Negotiates settlements within delegated authority; obtains authority in excess of delegation, as appropriate and when necessary. Executes settlement agreements.

    7% - Maintains data consistent with data integrity standards at UCIRO and within Risk Management.

    3% - Other duties as assigned


    Requirements include:

    • Professional Degree: JD
    • Four to five years of relevant experience
    • Deep working knowledge of federal and state employment laws and regulations related to compliance with nondiscrimination laws, including but not limited to: Title IX, Title VII, the WLAD, and the Americans with Disabilities Act.
    • Exceptional interpersonal and communication skills, including:  the ability to both be impartial and project impartiality, and the ability to establish rapport with a diverse range of community members.
    • Excellent critical thinking skills and the ability to analyze information, evaluate results, and facilitate resolution of difficult challenges.
    • Ability to manage issues of complex and extreme sensitivity with a high level of professionalism.
    • Demonstrated ability to organize and plan one’s work to meet critical deadlines.
    • Demonstrated ability to prepare complex written reports and provide reliable testimony explaining the investigation’s process, findings, conclusions and rationales.
    • Ability to work effectively both independently and as a member of a team.
    • Basic word processing skills.

    Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.


    Desired:

    • Professional experience in conducting civil rights investigations in a public higher education environment.
    • Experience conducting investigations of alleged sexual misconduct, including reports of sexual assault, stalking, relationship violence, and/or domestic violence.
    • Experience representing employers to enforcement agencies, such as the EEOC or the WSHRC.
    • Strong skills in the areas of conflict resolution, problem-solving techniques, and interviewing best practices (including trauma-informed investigation practices for sexual misconduct matters).
    • Ability to effectively and efficiently use computer systems and databases, including Windows-based software.
    • Proven team player with a sense of humor.

    The Metropolitan King County Council hereby gives notice of judicial vacancy in the Northeast Electoral District of the King County District Court. The Council currently intends to fill this vacancy pursuant to state law and county code. To be eligible to serve as a district court judge in this position, an individual must be a registered voter and legal resident of the Northeast Division’s electoral district and a lawyer admitted to practice law in Washington State.  RCW 3.34.060; K.C.C. 2.68.075.  The election precincts that make up the Northeast Division’s electoral district are set forth in Attachment C to King County Ordinance 18886.  Pursuant to KCC 2.70.020, to be considered for appointment, a candidate must have a current rating of, at a minimum, “qualified” for a district court judicial position from the King County Bar Association and at least one other bar association operating in King County with an eligible judicial candidate evaluation process, as defined in KCC 2.70.020.F.2.  Under the County Code, ratings are “current” until the expiration date stated in the rating communication or until three years after the date the rating communication was issued if no expiration date is stated. Any individual wishing to be considered for appointment must deliver to the clerk of the council, in electronic form, the following:

    1.  A letter of interest, which must specify the division of the district court to which the applicant is requesting appointment and should explain why the individual wishes to serve as a district court judge, how the applicant is qualified to do so and specify the division of the district court to which the applicant is requesting appointment;

    The Congressional Research Service (CRS), American Law Division (ALD), seeks a Legislative Attorney to analyze legal questions that emerge from the work of Congress related to administrative law in particular and American public law generally.     The Congressional Research Service (CRS) Office of Congressional Information and Publishing (CIP) is seeking a Legislative Analyst to join its Legislative Analysis and Information Section (LAIS). The Legislative Analyst contributes to the Office of Congressional Information and Publishing’s mandate to produce legislative information for the United States Congress.

    The Legislative Analyst applies extensive specialized knowledge in one or more subject fields (e.g., criminal law, environmental law and regulation, international law, etc.) and comprehensive knowledge of the operations, rules, procedures, and organization of the United States Congress to the analysis of Federal legislation; and writes official digests and other authoritative summaries of Federal legislation in one or more subject fields (e.g., criminal law, environmental law and regulation, international law, etc.).     Drawing on his/her knowledge of the Federal legislative process as well as knowledge of specific subject fields (e.g., criminal law, environmental law and regulation, international law, etc.), the Legislative Analyst will analyze newly-introduced and amended Federal legislation to determine the legislation's meaning, intent, and impact on existing law; prepare official digests and other summaries and abstracts of Federal legislation; communicate and collaborate with the CRS research community to ensure integration of legislative analysis and research products; consult with congressional staff and committees to resolve questions regarding legislative intent and/or errors or omissions in legislative drafting; combine expert knowledge of one or more legislative subject areas with knowledge of new methods for organizing, accessing, and disseminating information to create and maintain innovative products and services; and analyze gaps in the congressional information services, evaluate new options, and make recommendations. The Legislative Analyst performs this work in an online environment.

    POSITION TITLE: Volunteer Lawyer Program Manager

    COMPENSATION: $4,449‐$5,035.88 per month, plus benefits

    PROGRAM SUMMARY: The Skagit Volunteer Lawyer Program is a cooperative partnership between Community Action of Skagit County (Community Action) and the Skagit County Bar Association.  The Skagit Volunteer Lawyer Program (VLP) provides free, high quality, efficient and innovative civil legal assistance to low‐income people through the recruitment, training, mentoring, supervision, and support of volunteer lawyers.  The VLP relies on the participation of lawyers who volunteer their time to assist low‐income residents of Skagit County with their civil legal needs.  Pro bono services are provided through advice and brief service clinics, unbundled legal services, and full direct representation.

    POSITION SUMMARY: The Manager works under the direction of both a Steering Committee designated by the Skagit County Bar Association and the Community Services Division Director of Community Action.  The manager provides leadership in planning, developing, and implementing of the objectives of the program, and facilitates activities that ensure that the vision, mission, and initiatives of the program are effectively implemented and shared with the broader community.  The manager regularly interfaces with other programs within Community Action, as well as with external organizations as a point of contact for the program, and stays well‐informed on statewide and national equal justice related issues and advises the Steering Committee with respect to applicability in Skagit County.  This is a full‐time exempt position.

    JOB DUTIES INCLUDE:

    1. Manage and coordinate program services including coordinating regular legal advice clinics, developing community education classes, facilitating referrals for limited‐scope representation and full direct representation, and coordinating legal services at community events.

    2. Develop and maintain ongoing working relationships with Skagit County attorneys in order to foster active participation in the program, and with Community Action programs and external community organizations to enhance access to civic legal assistance.

    3. Recruit, train, and support (including developing mentorship opportunities) a panel of volunteer attorneys and paralegals for participation in various program activities.

    4. Train and supervise support staff.

    5. Maintain records of client eligibility, client contacts, and services provided in compliance with grant requirements.

    6. Provide assistance with the planning, content development, and facilitation of Steering Committee meetings.

    7. Compile statistical information and prepare monthly, quarterly, and annual program reports for both the Steering Committee and grant administrators.

    8. Write grant applications and pursue other funding sources and activities, including fundraising events and sponsorships, and comply with all reporting requirements.

    9. Develop draft budgets and strategic plans for program operations.

    10. Maintain a collaborative working relationship with the statewide network of Volunteer Lawyer Programs.   Facilitate efforts to develop, strengthen, promote and sustain collaborative projects between the Skagit Volunteer Lawyer Program and other Alliance for Equal Justice members.

    11. Assist the VLP to achieve and sustain compliance with best practice standards as set forth in the Washington Pro Bono Program Standards.

    12. Participate directly in the delivery of legal advice and other legal services to low‐income clients as needed and instructed by the Steering Committee. 

      13. Attend Community Action meetings, trainings, etc., as jointly instructed by Community Action and the VLP Steering Committee.   

    14. Other duties as may be assigned.

    QUALIFICATIONS INCLUDE: Education & Experience   

     Member in good standing of the Washington State Bar Association.   Knowledge, Skills, and Abilities Competency in Microsoft Office Suite applications, including Excel, Word, PowerPoint, Publisher and Outlook.  Working knowledge of standard office procedures and technologies (telephone, computer, printer, photocopier, scanner, facsimile machine, 10‐key) is needed.  Experience working with volunteers.  Must have strong and effective communication skills (oral and written), capable of relating to all levels:   individual, agency, community, state, regulatory and courts.  Knowledge of civil legal procedures with emphasis in area of family law.  Supervisory skills for managing support staff and large panel of volunteer attorneys and paralegals.  Good judgment and strong interpersonal skills.    Excellent organizational and time management skills.     Demonstrated issue identification and problem solving skills.  Ability to work both independently and collaboratively.  Must be innovative and have the ability to explore new techniques.     Must be able to work under pressure and meet deadlines.  A demonstrated cultural competence and experience working with low‐income client communities, which may include diverse racial and ethnic backgrounds, persons with limited English proficiency, persons with disabilities, etc.  A demonstrated passion and commitment to the principles of Access to Justice and to the development of programs and initiatives designed to ensure that low‐income persons have access to the legal help they need. License(s) & Certification(s)  Must have valid driver license and auto liability insurance, if personal vehicle is used for work‐related travel. Other Desired Qualifications:  Program design experience and/or project management experience.  Experience providing civil legal services to low‐income clients, preferably in a volunteer lawyer program setting.    Experience managing programs for an agency or non‐profit, preferably in the delivery of legal services to low income individuals.  A demonstrated basic knowledge and understanding of the uses of technology in the justice system.  A strategic thinker and creative problem‐solver with strong analytical skills.  Experience developing relationships for resource development and fundraising.  Experience and skill in engaging with an active Board of Directors.  Experience in compliance with grant, contract and legal aid principles and requirements.  Familiarity with Legal Server program.

    Eastside Legal Assistance Program (ELAP) is adding to our legal team! This full-time position will provide legal services to low-income residents of Kirkland, focusing on housing and family law. This position is a two-year pilot program, funded by the city of Kirkland, with possible extensions, based on funding.

    This is a dynamic opportunity to make equal access to justice in our community a reality. Eastside Legal Assistance Program (ELAP) provides civil legal services to survivors of domestic violence (DV) throughout King County, medical-legal assistance to individuals experiencing health-harming legal issues, and pro bono legal aid to low-income individuals in East King County.

    DUTIES:

    • The primary focus of this position will be housing stability; including eviction cases, tenant’s rights, housing discrimination, and mortgage foreclosure assistance;
    • Secondarily, this attorney will advise residents on family law issues, and working with ELAP attorneys and other civil legal aid providers, directing residents to aid for specific problems;
    • Evaluating the needs of and advising qualified low-income residents through in-depth client interviews and other methods of fact-gathering (court documents, Judicial Information System (“JIS”), police reports, third parties, etc.);
    • Assisting clients with drafting and filing petitions, return hearings, as well as drafting any necessary additional pleadings;
    • Monitoring active cases to determine if additional pleadings/filings are necessary to address client safety and stability concerns and whether additional court filings are needed to assure client safety and stability;
    • Providing representation of clients for filing of necessary additional petitions or motions, and limited representation in court;
    • Coordinating with the ELAP Staff Attorney holacracy to represent clients as efficiently as possible in the fact-gathering and representation process;
    • Participating in ELAP Staff Meetings as well as ELAP Legal Staff Meetings addressing current case issues and legal topics of concern at the court or in the community;
    • Attending Continuing Legal Education (“CLE”) conferences identified as furthering the pursuit of ELAP’s Mission as it relates to the Staff Attorney role;
    • Representing ELAP at workgroups or other meetings sponsored by agencies in the city of Kirkland, King County Civil Legal Aid communities, and the State communities as needed;
    • Coordinating with area-wide legal advocates regarding individual client needs in a team atmosphere;

    • Fully complying with ELAP’s Mission, Vision, Policies and Procedures and the professional responsibility rules of the Washington State Bar Association;
    • Performing such other related duties as directed by the Executive Director.

    QUALIFICATIONS:

    • Demonstrated practical experience as an attorney, including case management, drafting of pleadings, interacting with the court system, and representation of clients in court.
    • Special consideration given to attorneys who have previous experience with housing and family law issues.
    • MUST HAVE a current WSBA license in good standing
    • Outstanding verbal, written and interpersonal skills
    • Intermediate computer knowledge; Legal Server experience a plus
    • Collaboration and team building work style
    • Entrepreneurial spirit
    • Self-starter, with ability to work independently and as part of a team
    • Ability to problem-solve and utilize available resources
    • Enthusiasm for and commitment to the ELAP mission
    • Fluency in Spanish given special consideration

    Job Type: Full-time (40 hours per week)

    2019 Salary: $56,650.00 /year (with step increases indexed for inflation and seniority). Benefits include paid holidays, paid vacation and sick time, matching 401k, medical, dental, life and long-term disability insurance, bar dues, fully compensated CLEs, and a fully paid ORCA card.
