    There are a total of five vacancies on the federal bench in the Western District of Washington.  Three of these vacancies are in the Seattle courthouse and two are in the Tacoma courthouse.  Senators Murray and Cantwell have engaged a bipartisan committee to screen and interview candidates.  The Committee will then make recommendations to the two U.S. Senators, who will make a final recommendation to the White House.

    If you are interested in being considered for appointment to any of these five positions, you will be asked to provide the Committee with personal background and professional information in the form of responses to an application. Only individuals who have fully completed the application and provided the requested materials will be considered. After review of responses to the application, the Committee will determine whom it will interview. The deadline for completing the application and providing the required information is January 4, 2021Further submission instructions are contained in the application document.

    Thurston County Public Defense is currently recruiting for one (1) full-time Defense Attorney position. A Defense Attorney practices in either District Court, Juvenile Court, or Superior Court with moderate supervision from a higher-level defense attorney.  Immediate placement for this position will be in Superior Court for felony representation consistent with Superior Court summary of duties linked here.

    GENERAL PURPOSE:

    This Legal Counsel I position is expected to provide legal analysis and counsel on a variety of legal matters including; intergovernmental agreement negotiations; land use and development regulations; environmental law; municipal law and policy matters.

    The Legal Counsel I classification is considered non-managerial professional, fully functional in all aspects of an industry/technical field. Positions at this level serve as a technical resource assisting in providing support and analysis to multiple functional areas. A Legal Counsel I works on moderately complex projects where analysis of situations or data requires an evaluation of variables using technical concepts competently and effectively.

    ESSENTIAL FUNCTIONS:

    The following duties are a representative summary of the primary duties and responsibilities of the position:

    ·       Provide legal research, analysis, and strategic advice on a variety of legal matters, including: land use permits, development regulations, environmental law, intergovernmental agreements, railroad and utility relocation agreement negotiations, policy formation, and general municipal law matters;

    MINIMUM QUALIFICATIONS:

    Education and Experience

    Graduation from a law school accredited by the American Bar Association with a Juris Doctorate degree. Three years of increasingly responsible legal experience in a law firm, in-house legal department or government legal department. Experience in land use, environmental, real estate or municipal laws preferred and non-Legal experience in these areas may also be considered. 

    Required License or Certificate:

     Member in good standing with the Washington State Bar Association.

    Required Knowledge of the following:

    ·       Basic legal principles, practices, and procedures;;

    ·       Methods and techniques of legal research, negotiating legal issues,  and agreements;

    ·       Judicial procedures and rules of evidence;

    The Policy Analyst plays an important role in promoting workplace equity, protecting the rights of low-wage workers, helping employers comply with labor standards, and advancing race and social justice. This position will work in an independent, self-directed manner with collaboration across the OLS team. Policy Analysts perform extensive policy and legal research, analysis, and writing; conduct stakeholder engagement; create reports, trainings, and outreach materials; provide compliance assistance; apply race and social justice principles to all levels of work.

    Job Responsibilities

    Here is more about what you will be doing: 

    ·      Champion Equity.  Apply race and social justice lens to all work and engage in office efforts to eliminate racial disparities and achieve racial equity in City government and broader community.    

    ·      Policymaking. Facilitate and support stakeholder rule-making processes, including engagement with community and business organizations, employers, and workers. Conduct policy and legal research on leading enforcement and outreach practices as reported by national and local policy organizations, worker and business organizations, and local, state, and federal jurisdictions. Conduct policy and legal analysis of recommendations. Provide recommendations to the Policy Manager and Director. Create presentations, informational materials, and reports on policy recommendations and report on implementation and progress. Regularly engage with other City departments, the Mayor's Office, elected officials, other jurisdictions, and the general public. 

    ·      Legislative and rule development. Lead and support efforts to draft legislation, administrative rules, and other written documents that incorporate multiple levels of feedback and review from internal and external stakeholders. Be highly attuned to issues that affect the workplace and policies that can mitigate or eliminate negative impacts on the most vulnerable communities, including low-wage workers, people of color, and immigrants and refugees. 

    ·      Outreach. Support the office's outreach efforts through established and innovative means including but not limited to development of awareness campaigns; creation and delivery of trainings; creation of informational materials; management of limited budgets; and provision of expert-level, compliance assistance. 

    ·      OLS Commission/Worker Standards Board. Provide programmatic support for the Labor Standards Advisory Commission and/or the Domestic Workers Standards Board by assisting with administrative needs; coordinating subcommittees and occasional special events; performing research; making presentations on the office's work; and facilitating discussions amongst members. 

    ·      Strategic enforcement campaigns and other special projects. Support the office’s efforts to develop innovative approaches to enforcement and outreach that involve cross team collaborations and community partnerships.  Further the office’s policy goals through the successfully execution of various special projects, including participation and leadership on inter-departmental teams, drafting responses to Council resolutions, statement of legislative intents, or City Audits, and facilitation of consultant contracts and/or studies for policy or other projects.

    Your effectiveness in this role will depend on your ability to:

    • Apply strong reasoning and analysis skills to quickly understand, evaluate, and comfortably navigate policies, public policy, legal requirements, and data. 

    • Research, develop, and implement policies, laws, administrative rules, and programs.  

    • Draft briefs, ordinances, administrative rules, and policies.

    • Membership: Membership in good standing with the Washington State Bar Association, whether by exam, diploma privilege by graduation from an accredited law school, or APR 6.

    Applicants must meet the minimum qualifications and pass the examination for this position to be eligible for promotion. The examination will consist of a training and experience evaluation (T&E) with scoring weight assigned as follows:

    The T&E examination consists of a Supplemental Questionnaire. The questions may be viewed online under the tab marked "QUESTIONS" on the job announcement page. The T&E must be submitted online at the time of application. All applicants must complete and submit a City of Spokane employment application online by 4:00 p.m. on the closing date.
    • Responses to your T&E questions should be consistent with the information given in your application details, and are subject to verification.
    • Failure to complete all of the questions or incomplete responses will result in a lower score; therefore, it is advantageous for you to provide a full and complete response to each supplemental question.
    • Resumes or questionnaires uploaded as attachments to the application will not be accepted in lieu of completing each question online.
    • "See Resume" or "See above", etc. are not qualifying responses and will not be considered.
    • Changes or corrections to your responses cannot be made once your application packet has been submitted. Duplicate applications will be disqualified
