    Nature of Work

    Under the direction of the Mayor, serve as chief legal advisor to the city as provided by the City Charter.  Responsibilities include analyzing and representing the city in litigation and participating in short and long-range planning for the city to assure proper consideration of legal issues, as well as oversight of the city's risk management program, oversight of the city's Prosecutor's Office and directing a variety of legal services for all departments and divisions of the city, including City Administration and the City Council.  Work is reviewed through conferences and on the basis of results obtained.  Supervision is exercised over a staff of legal professionals and administrative employee

    Illustrative Examples Of Work

    Provide legal advice to guide city policies, decisions and activities; prepare or direct the preparation of ordinances, resolutions, deeds and contracts; prepare other legal documents for the city.

    Attend City Council meetings and give advice upon request; review legal propriety of documents under consideration by City Council or city administrative officials.

    Direct or participate in litigations affecting the city, including damage suits by or against the city, suits for back pay or wages, suits affecting the city's municipal authority to zone and proceedings before judicial and quasi-judicial bodies.

    Attend and participate in city, county, regional, state and national legal task forces, committees, associations and organizations on a variety of issues; provide legal counsel to local government associations on various issues as appropriate.

    Direct or participate in the drafting and review of letters, ordinances, contracts, resolutions, policies, real estate documents and other legal documents enacted by the city to ensure proper wording, compliance with applicable laws, the carrying out of the city's intent, the limitation of the city's liability and the protection of the city's interest; issue opinion letters as required or requested.

    Evaluate and award legal contracts to outside counsel; assign, direct and manage outside counsel work to assure compliance with specifications, city policies, time lines and legal requirements.

    Direct and oversee district court and criminal matters; provide technical and legal advice in more complex criminal and prosecution matters; assure representation of the city in litigation, ranging from prosecuting city traffic and criminal ordinances to litigating major civil lawsuits at trial and appellate levels.

    Track legal and policy issues of importance to the city; read legal journals and network to establish contacts and sources of information relevant to the city.

    Draft and review proposed and enacted state and federal legislation for impact upon the city; recommend appropriate responses where necessary to protect the city's legal interests; analyze legal trends and developments impacting the city and recommend appropriate responses to actions.

    Prepare annual and special budgets to enable the department to achieve its objectives; monitor and control budgets.

    Direct or participate in proceedings for the vacation of street condemnation of lands for municipal purposes, for land acquisition and for related legal transactions.
     
    Hire, train, assign, supervise and evaluate the work of professional and administrative legal staff; distribute work to assure proper and efficient work flow; review documents prepared by legal staff to assure adherence to proper legal principles and procedures and to assure that legal advice given to city clients is accurate, responsive and sensitive to political and policy issues.
     
    Oversee the preparation and administration of departmental budgets; present annual budget estimates and work programs; monitor and approve expenditures; approve consultant and contractor payments in accordance with contract guidelines; review financial and performance data; present departmental, division and program expenditure requests; seek and secure financial resources.
     
    Perform related work and special projects as assigned.

    Essential Functions

    Leads a team of legal professionals, including attorneys, paralegals and legal assistants in the provision of accurate and timely legal advice and representation to the District on all matters of a legal or technical nature which require the interpretation of legal counsel, including the application of statutes, regulations and ordinances, and the provisions of contracts; supervises and evaluates personnel assigned to the Legal Office; devises ways to reduce legal office expenditures; manages district's litigation, recommends resolutions, negotiates and authorizes settlements with Superintendent, and Board approval, as appropriate; coordinates and monitors the work of the District's outside legal counsel. (20%)

    Advises, reports to, and acts for the District on legal matters, such as claims, suits, injunctions, dismissals, non-renewal of contracts, processing tort claims in coordination with the District's insurer, and resolution of grievances; defends or represents the District in court, binding arbitration, and other legal or administrative proceedings. (15%)

    Provides the Board with advice and counsel regarding the legal and policy issues facing them as elected officials and the governing body of the school district. Serves as the Assistant Secretary to the Board of Directors; attends Board meetings and Board committee meetings, and accepts and certifies documents on behalf of the Board. (15%)

    Serves as a strategic adviser to the Superintendent on a variety of administrative and legislative issues. (15%)

    Informs administrators of new laws and regulations and their effect on district operations, policies, and procedures; serves as an advocate of the District before city, state and federal government officials. (10%)

    Provides advice and counsel to the Superintendent, the executive leadership team, and the Board regarding legal requirements, best practices and strategies for addressing legal and risk management issues; provides consultation and recommendations that support executive team in the development of legally compliant District policies and procedures that achieve their strategic objectives; provides advice and counsel regarding legal requirements, best practices and strategies for addressing legal and risk management issues.     Follows trends in law, the legal profession, the provision of school district in-house legal counsel, and risk management practices; participates in ongoing training to enhance professional skills. (5%)

    Supervises the response to public records requests, and ensures appropriate awareness of requests and materials to be shared with the superintendent, appropriate leadership team member, and communications. establishes departmental processes that protect the confidentiality of advice, records and information about staff and students; protects confidentiality of all records and information in possession of counsel about staff, and use discretion when sharing any such information within legal confines which is limited to records or information under control of counsel.     Jurist Doctorate.

    The Metropolitan King County Council hereby gives notice of judicial vacancy in the Northeast Electoral District of the King County District Court. The Council currently intends to fill this vacancy pursuant to state law and county code. To be eligible to serve as a district court judge in this position, an individual must be a registered voter and legal resident of the Northeast Division’s electoral district and a lawyer admitted to practice law in Washington State. RCW 3.34.060; K.C.C. 2.68.075. The election precincts that make up the Northeast Division’s electoral district are set forth in Attachment C to King County Ordinance 18886. Pursuant to KCC 2.70.020, to be considered for appointment, a candidate must have a current rating of, at a minimum, “qualified” for a district court judicial position from the King County Bar Association and at least one other bar association operating in King County with an eligible judicial candidate evaluation process, as defined in KCC 2.70.020.F.2.     The American Civil Liberties Union of Washington (ACLU-WA) is seeking a full-time legal and intake assistant to provide litigation and administrative support to the ACLU of Washington’s litigation and legal advocacy efforts as well as provide administrative support to the Intake Department. This position will begin in the Fall of 2019.

    Overview

    The ACLU of Washington is a leader among state affiliates of the American Civil Liberties Union, the country's premier guardian of liberty.     The ACLU-WA Legal Department is comprised of our Legal Director, seven staff attorneys, a fellow, the Intake Manager, a paralegal, and a legal assistant. The legal team takes on forty to fifty cases and amicus briefs a year in the state and federal courts that cover a variety of issues regarding civil rights and civil liberties. The Legal Intake Department is the front line for people seeking help from the ACLU of Washington. The Intake Department receives a high volume of intakes each year via phone, website, and letters, and works to funnel these intakes to the appropriate attorneys and/or direct people to the resources that would help them the most.

    PRIMARY RESPONSIBILITIES

    Legal Assistant Duties:

    Carry out administrative tasks such as processing invoices and reimbursements, scanning, copying, calendaring, sending large mailings, and coordinating hiring logistics.

    Onboard and offboard new staff, volunteers, and interns in accordance with office procedures.

    Plan and coordinate large meetings and occasional events.

    Learn to assist the paralegal in providing litigation support by: assisting with maintaining department litigation records; working on pleadings, exhibits, discovery documents, correspondence, and memos; helping with filings; calendaring court deadlines; and ensuring compliance with local rules in state and federal courts at both the trial and appellate levels.

    Communicate clearly and professionally with a broad range of stakeholders including cooperating attorneys, clients, defendants, and judicial officials.

    Help maintain a positive, respectful, welcoming, and professional work environment for employees and volunteers. Assist in other activities as assigned.

    Intake Assistant Duties:

    Work with the Intake Manager to run all aspects of our intake department, including helping to supervise any intake interns.

    Prepare and ensure timely response to online and mail intake inquiries and requests for assistance.

    Generate regular database reports reflecting trends in intakes received by the office.

    Help respond to attorney inquiries about intakes.

    Help maintain and curate a comprehensive legal Resource Referral Manual database and an extensive library of “know your rights” and self-advocacy literature.

    Help maintain, troubleshoot, and improve the intake database.

    QUALIFICATIONS

    Excellent time management and organizational skills. Successful candidates have the ability to manage their own workflow in a fast-paced, deadline driven environment while coordinating with multiple other department members.

    Demonstrated ability to handle stress in a healthy way.

    Excellent writing, editing, and proofreading skills.

    Excellent interpersonal skills; proven ability to work well with people with a wide range of interests, skills, and concerns. A confident and personable demeanor.

    Computer and technology proficiency including mastery of MS Office Suite, Excel, and Adobe Acrobat Professional or proven ability to troubleshoot and learn new software. Experience with litigation and e-discovery software is a plus.

    While not required, Spanish language proficiency is extremely helpful.

    Description Chief Legal Counsel

    Must be licensed to practice law in Washington State or be eligible for admission to the WSBA by (1) Admission by Motion, House Counsel Practice, or Admission by Uniform Bar Exam Score Transfer and (2) be eligible to immediately practice at Seattle Public Schools under the requirements of RPC 5.5 and its restrictions. It is the responsibility of any out of state candidate to apply for and obtain temporary authorization to work as House Counsel prior to starting work at SPS. An offer may be rescinded if authorization to work as House Counsel is not obtained within 4 weeks of an offer being made. Any candidate who obtains House Counsel authorization to practice in Washington must obtain a regular/full legal license to practice in Washington within 12 months of hire.

The General Counsel is an integral member of the Superintendent's Leadership Team and plays an important role in supporting the Superintendent's Leadership Team with achieving the strategic objectives in a manner consistent with their business judgment. The General Counsel supports student learning and district efficiency by representing the district legally and balancing costs, benefits, and risks. The General Counsel serves as the chief legal adviser to the Board of Directors and the Superintendent, and serves as the Assistant Secretary to the Board.

    Essential Functions

    Leads a team of legal professionals, including attorneys, paralegals and legal assistants in the provision of accurate and timely legal advice and representation to the District on all matters of a legal or technical nature which require the interpretation of legal counsel, including the application of statutes, regulations and ordinances, and the provisions of contracts; supervises and evaluates personnel assigned to the Legal Office; devises ways to reduce legal office expenditures; manages district's litigation, recommends resolutions, negotiates and authorizes settlements with Superintendent, and Board approval, as appropriate; coordinates and monitors the work of the District's outside legal counsel. (20%)

    Advises, reports to, and acts for the District on legal matters, such as claims, suits, injunctions, dismissals, non-renewal of contracts, processing tort claims in coordination with the District's insurer, and resolution of grievances; defends or represents the District in court, binding arbitration, and other legal or administrative proceedings. (15%)

    Provides the Board with advice and counsel regarding the legal and policy issues facing them as elected officials and the governing body of the school district. Serves as the Assistant Secretary to the Board of Directors; attends Board meetings and Board committee meetings, and accepts and certifies documents on behalf of the Board. (15%)

    Serves as a strategic adviser to the Superintendent on a variety of administrative and legislative issues. (15%)

    Informs administrators of new laws and regulations and their effect on district operations, policies, and procedures; serves as an advocate of the District before city, state and federal government officials. (10%)

    Provides advice and counsel to the Superintendent, the executive leadership team, and the Board regarding legal requirements, best practices and strategies for addressing legal and risk management issues; provides consultation and recommendations that support executive team in the development of legally compliant District policies and procedures that achieve their strategic objectives; provides advice and counsel regarding legal requirements, best practices and strategies for addressing legal and risk management issues. (5%)

    Follows trends in law, the legal profession, the provision of school district in-house legal counsel, and risk management practices; participates in ongoing training to enhance professional skills. (5%)

    Supervises the response to public records requests, and ensures appropriate awareness of requests and materials to be shared with the superintendent, appropriate leadership team member, and communications. establishes departmental processes that protect the confidentiality of advice, records and information about staff and students; protects confidentiality of all records and information in possession of counsel about staff, and use discretion when sharing any such information within legal confines which is limited to records or information under control of counsel.     Minimum Qualifications

    EDUCATION:

    Jurist Doctorate.

    YEARS of RELEVANT EXPERIENCE:

    Ten (10) years of successful and increasingly responsible experience practicing law and the management of legal staff, preferably for a large state agency, corporation or law firm.

    CERTIFICATION & LICENSES:

    Member in good standing of the Washington State Bar Association.
