    Tacoma-Pierce County Bar Association’s Volunteer Legal Services program is excited to announce two open staff attorney positions in Pierce County.

     

    The VOCA Staff Attorney will provide civil legal assistance to victims and survivors of domestic violence, sexual assault, stalking, harassment and other crimes, including financial exploitation. Services will include advice and counsel, brief services at follow-up appointments, and extended representation and litigation. The VLS VOCA Staff Attorney will assist clients with protection orders, family law proceedings, as well as address legal issues surrounding collateral impacts of victimization. The VOCA Staff Attorney position will be an essential part of the Integrated Rural Legal Assistance Project in Pierce County, partnering with VOCA-funded staff attorneys located in the Tacoma offices of Northwest Justice Project and Northwest Immigrant Rights Project.  This project seeks to provide legal services primarily (but not exclusively) to victims who have significant barriers accessing legal assistance due to limited English proficiency, immigration status, rural isolation, and other factors that make them particularly vulnerable.     The Puyallup/Urban Indian Staff Attorney will work with staff and volunteers, the Puyallup Tribe of Indians, and other legal services providers to develop civil legal service programs that help meet the specific and unique needs of Puyallup Tribal Members, American Indians, Alaska Natives and First Nations People in our community.  This will include development of specialized legal clinics, know your rights presentations, and other formal and informal opportunities for this population to access legal advice and/or representation, as well as referrals to other VLS clinics and programs and other organizations able to provide appropriate additional legal and holistic client services.     The ACLU-WA’s staff of 30+ employees and numerous volunteers work in a fast-paced, friendly and professional office in downtown Seattle. We are supported by more than 75,000 members, activists, and donors.
     
    Primary Responsibilities
     
    The staff attorney will be responsible for investigating, filing, and litigating civil liberties and civil rights cases in both federal and state courts.  This includes legal research, investigative work, identifying and signing up named plaintiffs, complaint drafting, discovery and motion practice, and handling trials and appeals.
     
    The staff attorney will be responsible for maintaining an active docket of their own cases, typically with assistance from outside cooperating attorneys, as well as helping to supervise and mentor more junior attorneys in the department.
     
    The staff attorney will also engage in advocacy short of litigation, coordinate with the various policy-focused attorneys and other staff in the office, provide legal analysis to advance other ACLU policy work, conduct community outreach as needed, and supervise law students and volunteer attorneys.  Along with other professional staff members, the staff attorney will represent the ACLU publicly, speaking to the media and others, as assigned.
     
    The staff attorney may also be asked to assist the Legal Director in the supervision and management of cases brought by other attorneys inside and outside the office, the drafting and review of internal and external department reports, and other non-litigation tasks essential for the smooth running of the Legal Department as needed.
     
    Travel, as well as occasional work on nights and weekends, will be necessary. Along with all employees, the staff attorney is expected to help maintain a positive, respectful, welcoming, and professional work environment for employees and volunteers.
     
    Qualifications
     
    At least eight years of significant civil litigation experience, with at least some demonstrated ability to develop and/or litigate class actions.  Applicants will be considered for a Senior Staff Attorney title depending on previous litigation and management experience.  Plaintiffs’ side work and/or previous experience in constitutional law litigation is a plus, as is experience supervising other attorneys.
     
    Must have ability to file and litigate cases independently and collaboratively; excellent problem- solving skills; ability to juggle multiple on-going projects and exercise good judgment under stressful situations; and ability to affirmatively prosecute civil rights violations.
     
    Must also have superior writing, research and verbal skills in presenting both to lawyers and to
    the non-lawyer public; leadership and organizational skills in order to encourage volunteer lawyers and work cooperatively in coalitions on complicated cases; the ability to take initiative, think strategically, and share responsibility and credit.
     
    Must have a commitment to diversity; a personal approach that values the individual and respects differences of race, ethnicity, age, gender, sexual orientation, religion, ability and socio-economic circumstance.
     
    Must be a member of the Washington State Bar (or willing to take the next bar examination).

    Position

    Columbia Legal Services seeks a full-time Advocacy Director to oversee all statewide litigation and advocacy projects. The Advocacy Director serves as Deputy Director within our organization, and plays a key role in shaping the future of our organizational priorities and direction. This position requires a strong leader, a trustworthy advocate, and a highly capable, strategic manager. The successful candidate will be a consensus builder and creative thinker, with a collegial style and a passion for our work. This position reports to the Executive Director and is based in Seattle (negotiable), with statewide responsibilities.

    Responsibilities

    ·       Oversee the advocacy acceptance process to ensure that the mission, criteria, and quality of advocacy and related projects are consistent with program values and standards of systemic and multi-forum advocacy. Our Advocacy Director must model courage and creativity, experiment, try new approaches, and take risks while maintaining fidelity to our mission and vision.

    ·       Supervise the Policy Director, Communications Director, and five Directing Attorneys to provide oversight, guidance, and coordination for our five project teams across five statewide offices. This position consults on litigation strategy, ethical matters and advocacy, as well as training protocols and plans, administrative policies, professional development and management coaching for Directing Attorneys and Policy Director.

    ·       Collaborate with the leadership team to develop long-term priorities, oversee implementation of a strategic vision, and ensure success of cross-project campaigns.

    ·       Create and maintain an enthusiastic work environment where all staff contribute to a unified mission of achieving social and economic justice for all, and assume key

    ·       responsibility in transitioning CLS towards a culture of intentionality surrounding organizational decision making and cohesion.

    ·       Work with internal and external stakeholders to advance our racial justice initiatives and integrate meaningful community engagement, race equity principles, and an anti-bias critical lens into all aspects of our work and organizational culture.

    ·       Cultivate and maintain key external partnerships, including the development and maintenance of strong community and pro-bono relationships with law firms, cooperating attorneys, allies and partner organizations, key funders, board members, coalitions, and the media on a on a state and national level.

    ·       Work with Communications Director to develop and lead staff in creating and executing a comprehensive communications plan that contributes to CLS’s strategic plan and supports program, advocacy and funding goals, produces publications and blogs, and develops talking points on key organizational issues.

    Qualifications

    ·       Must have a sense of humor, a healthy self-awareness, be comfortable with managing change, and enjoy leading and supporting a positive, high-performing organizational learning environment.

    ·       Excellent interpersonal and communication skills, cultural competence, understanding of and principles of intersectionality, and experience working with low-income client communities.

    ·       Must be a member of the Washington State Bar or seek admission as soon as possible after employment.

    ·       At least 7 years of experience in complex litigation (including at least 2 years of significant class action experience.) and other demonstrated experience in appeals, policy work and administrative advocacy.

    ·       Demonstrated significant experience supervising legal teams and administrative leadership, professional development, mentoring, performance management, and coaching of individuals and teams.

    ·       Enthusiasm, initiative, creativity, passion, commitment, and proven track record of working on anti-poverty and race equity issues.

    ·       Excellent research, writing, negotiation, and analytical skills.

    ·       Willingness to travel and to work flexible hours.

    Compensation Package

    CLS offers a competitive compensation package including generous holiday, paid time off, and healthcare benefits. Salary is commensurate with experience and will range from $105,000 - $115,000.
