    Position

    Columbia Legal Services seeks a full-time Staff Attorney to work in our Working Families Project. This position will provide systemic, multi-forum legal advocacy to advance a broad range of legal issues affecting farm and other low-wage workers and their families in Washington. This position will focus primarily on employment, as well as related civil rights matters and access to equal opportunities in our communities.

    Responsibilities

    ·       Work with a team of attorneys and legal workers on complex trial and appellate litigation, class actions, and legislative advocacy.

    ·       Creatively investigate and pursue new opportunities and identify practices and laws that adversely affect the rights and diminish the benefits of low-wage workers, and devise creative strategies for addressing these problems.

    ·       Assist with the development of campaigns and strategies to advance the goals of the project team.

    ·       Coordinate with other advocacy groups, legal services organizations, and the private bar to identify opportunities and execute strategies to advance the law for low-income populations.

    ·      Be available to travel occasionally around the state and work flexible hours. May include travel to Olympia during the legislative session.

    Qualifications

    ·       Bilingual skills in Spanish/English are required.

    ·       Minimum of 5 years of litigation experience.Judicial clerkships, fellowships, or externships may be counted as up to one year of litigation experience.

    ·       Demonstrated commitment to racial, social, and economic justice.

    ·       Ability to analyze complex problems and develop creative, practical systemic solutions.

    ·        Excellent written and oral communication, research, negotiation, and analytical skills; superior attention to detail.

    ·       Willingness to work well independently and on a team, prioritize responsibilities, and meet deadlines on time-sensitive projects.

    ·          Experience in impact litigation, particularly in public interest and civil rights law.

    ·       Cultural competence and experience working with low-income client communities, particularly immigrant and indigenous populations.

    ·       Washington State Bar member or willingness to seek admission as soon as possible upon hiring.

    Overview

    The Washington State Office of Civil Legal Aid (OCLA) seeks a full-time attorney to develop,implement, monitor and effectively support the legal aid programs, attorneys and advocates providingcivil legal aid services to victims of crime.

    OCLA is an independent state judicial branch agency that manages and oversees state appropriationsfor civil legal aid in Washington State. Pursuant to an interagency agreement with the Department ofCommerce’s Office of Crime Victims Advocacy (OCVA), OCLA will implement and oversee astatewide program to provide integrated emergency civil legal aid to victims of crime. Pursuant to astatewide Civil Legal Aid to Crime Victims Plan, OCLA will subcontract with seven civil legal aidproviders to provide civil legal aid services to crime victims in all parts of Washington State. Theprincipal purpose of the program will be to provide effective civil legal aid services in concert with other community-based professional service providers that address critical civil legal issues that arise

    from criminal victimization and that will help crime victims move beyond their victimization in ways that are consistent with their individual and family safety, security and well-being. Crime victims for whom civil legal aid will be provided include victims of domestic violence, sexual assault, human trafficking, child abuse, hate crimes and other crimes against people.

    Funding for this program originates from the federal Victims of Crime Act and related congressional appropriations. Sub-recipient activities will be governed by the Victims of Crime Act (VOCA), 42 USC §1603, applicable federal guidelines, OCVA’s Victims of Crime Act State Plan, applicable state laws and the Purpose and Principal Strategies for the Integrated Civil Legal Aid to Crime Victims Program.

    Primary Activities

    The Civil Legal Aid to Crime Victims Program Manager will have primary responsibility to develop, implement, oversee and report on the performance of sub-recipients that receive funding for the delivery of civil legal aid to crime victims. Principal activities will include, but are not limited to:

    a. Originate and monitor contracts with participating civil legal aid programs.

    b. Serve as OCLA’s principal liaison with staff at the Office of Crime Victims Advocacy (OCVA) to ensure compliance with applicable federal and state fiscal, administrative and reporting requirements.

    c. Track, aggregate, analyze and report on data documenting the services provided to crime victims, including qualitative and quantitative outcomes achieved.

    d. Ensure agency and sub-recipient compliance with OCVA fiscal, client service and narrative reporting requirements.

    e. Coordinate with statewide organizations providing services to crime victims including, but not limited to, the Washington Association of Prosecuting Attorneys, the Washington State Coalition Against Domestic Violence, the Washington Association of Sexual Assault Programs and the Washington Coalition of Crime Victims Advocates to ensure effective coordination between the VOCA-funded civil legal aid program and other emergency services programs for victims of crime.

    f. Coordinate regularly with two legal aid program-based statewide crime victim advocacy coordinators to develop and deliver training and provide necessary support for crime victim legal aid providers and advocates.

    g. Produce an Annual Report on the substance and impact of VOCA-funded civil legal aid services provided to crime victims.

    h. Coordinate regularly with the Director of the Office of Civil Legal Aid on all matters relating to the implementation of the Integrated Civil Legal Aid to Crime Victims Program.

    Qualifications

    a. Prior grant/contract and project management experience.

    b. Understanding and demonstrated facility in working with and on behalf of people who experience racial, social, gender, ability-based, linguistic, social, cultural or other characteristics that result in discrimination, differential treatment or disparate outcomes.

    c. Strong organizational skills and ability to work independently.

    d. Excellent written and oral communication skills, and ability to organize information in a clear and concise manner.

    The Preferred Candidate Will Have

    a. A license to practice law in Washington State.

    b. Previous work experience with survivors of domestic violence, sexual assault, human trafficking or victims of other crimes.

    c. Knowledge of substantive laws affecting crime victims, including immigration law.

    d. Experience with data analytics and reporting.

    e. Demonstrated leadership skills.

    Reporting

    The Civil Legal Aid to Crime Victims Program Manager will report to the Director of the Office of Civil Legal Aid

    Under executive direction of the Human Resources Officer, you will be responsible for working with City Personnel Labor Relations staff, management and employees, through their union's business representatives, to plan and implement labor relations programs and represent City Light in all aspects of labor relations and related human resource issues. 

    Job Responsibilities:

    The primary job functions of the Labor Relations Coordinator are:

    • Forge partnerships and communicate with all levels of employees, management, and business partners;
    • Work closely with management and human resource staff to pro-actively respond to labor issues, employee-related issues, and union concerns. Develop and maintain positive relationships with Seattle City Light employees, City Labor Relations staff, managers and union stewards and business agents; 
    • Provide labor relations advice and contract administration to management on discipline, grievances, arbitrations, and resolution of confidential and sensitive human resource matters;
    • Represent City Light in all aspects of labor relations and related human resource issues;

    • Provide coaching and counseling support to management on a broad range of human resource issues related to Seattle City Light union relationships and collective bargaining agreements.     • May be responsible for administering the Commercial Driver's License (CDL) and US Coast Guard (USCG) drug testing program and Fitness for Duty program;
    • Administer human resource programs, protocols mandated by  law, Personnel Rules, department policy and/or collective bargaining agreements, and conduct special projects to develop best practices for labor relations at City Light; 
    • Develop and implement strategies to accomplish goals outlined in the strategic plan as it relates to labor relations through increasing workforce flexibility and efficiency;
    • Respond to information requests and compile documentation for various administrative proceedings;
    • May be responsible for City Light's response to unemployment claims (ES), including responding to and attending appeal hearings, and may represent City Light or participate in Civil Service Appeals hearings (LAW or ER);
    • Assesses labor relations training needs for City Light, identifies appropriate resources, and provides labor relations training for management;
    • Act as City Light's primary representative of labor relations function with assigned represented bargaining units;
    • Performs other related duties of a comparable level/type as assigned.

    Qualifications:

    Education:  A Bachelor's degree in Labor Relations, Business or Public Administration, Human Resources Management, Economics, or a closely related field (other combinations of education, training and experience will be evaluated on an individual basis for comparability).
     
    Experience:  Three years of progressively responsible labor relations administration experience are required.
     
    Certification/License:  Driver's License or equivalent mobility.
     
    Desired Qualifications

    • Familiarity with governmental employment practices and operative collective bargaining agreements, as well as labor contracts, regulatory agency policies and procedures, related legislation and legal advice;

    Essential Job Functions 

    The Staff Attorney will assist the Korematsu Center Executive Director and Director with the day­to­day operation of the Center, which will include the following: 

    1. Further develop the Civil Rights Amicus Brief Project Researching and drafting amicus briefs on civil rights and criminal justice issues Engaging communities through sign­on strategies Developing and sustaining relationships with other advocacy organizations to support their work via amicus contributions 

    2) Help oversee and support the Korematsu Center’s litigation and advocacy efforts. 

    3) Assist in the Civil Rights Amicus & Advocacy Clinic. The clinic is a 6­unit course offered once each academic year. The staff attorney may co­teach classes and supervise clinic students on litigation and advocacy efforts. In the past, these efforts have included direct representation in federal district and appellate courts, amicus briefs before the Washington Supreme Court and the United States Supreme Court, and advocacy reports. 

    4) Supervise student fellows and volunteer advocacy fellows working on Center projects. In previous years, we have had student fellows and volunteer advocacy fellows work on discrete projects, such as amicus briefs and policy reports.

     Minimum Qualifications Qualifications: J.D. degree or equivalent; active bar membership; at least three years of federal or state litigation or judicial clerkship experience; excellent communication, research, writing, and analytic skills; facility with Microsoft Office and computerized legal research (Westlaw or Lexis)

    Preferred Qualifications Teaching experience and civil rights litigation experience helpful
