    • Support development of a plan to grow ACLU-WA’s lobbying capacity.
    • Build trusted relationships with lawmakers, agency decision makers, and staff by providing clear, fact-based analysis and resources.
    • In coordination with other ACLU-WA team members, represent the ACLU to coalition partners and before community, government, and academic groups. 
    • Collaborate across departments to prepare issue briefs, action alerts, and talking points, and explain ACLU legislative positions to local media.
    • Collaborate with national ACLU staff regarding issues and legislative strategies for advancing the ACLU’s agenda at the federal level.
    • Supervise ACLU-WA legislative session support staff and contract lobbyist(s), if any.  Report regularly to the Political Director.
    • Contribute to a positive, respectful, welcoming, and professional work environment for employees and volunteers.

    QUALIFICATIONS
    • Substantial knowledge of and demonstrated commitment to civil rights and civil liberties.  A law degree is preferred but candidates with other forms of expertise in the law and civil rights will be considered.
    • At least three years of local, state, or federal legislative and/or policy advocacy with a focus on issues of civil rights, civil liberties, or criminal justice.
    • Excellent leadership skills to develop allies and to facilitate communication and collaboration among them. Demonstrated ability to work with groups and individuals across the political spectrum.
    • Excellent verbal and written communication skills; a "quick study" on an array of dynamic issues. Ability to stay organized in a fast-paced environment both in the office and on the road, to manage several projects simultaneously, and to adjust to frequently changing demands.

    About the Position

    The City of Olympia is accepting applications for two contract public defenders to represent indigent defendants in the Olympia Municipal Court. Position one is a 280 case credit max position with an opportunity to carry a misdemeanor/gross misdemeanor caseload. Position two is a 300 case credit max position with primary focus on working as an attorney of the day in community court, appear on the out of custody arraignment calendar, and carry an adjusted misdemeanor/gross misdemeanor caseload.

    Applicants must be a member in good standing with the Washington State Bar Association with a minimum of five years criminal defense experience. Experience handling public defense cases is preferred. Contract period for both positions run from January 1st, 2019 through December 31st, 2019, with a possible option to renew.

    The flat rate monthly compensation for position one is anticipated to be based on the following scale: 280 case credits/year=$5,786.66/month.

    The Pierce County Prosecuting Attorney's Office is located in downtown Tacoma and employs approximately 213 staff, which includes over 100 deputy prosecutors. Pierce County has a population of 813,600 and growing. The office is comprised of the Criminal Division, which includes the Homicide and Violent Crimes Division, Major Crimes Division, Misdemeanor Division, Juvenile Division, Appeals Division, Investigative Services Division, and Victim-Witness Assistance Services Division. The Criminal Division reviews more than 22,800 criminal cases every year. The office's Civil Division provides legal advice to county officials and represents the county's interests in court. The Family Support Division protects the best interests of children.

    NATURE OF WORK

    This position involves complex professional legal work as a Deputy Prosecuting Attorney in the Civil Division, acting as advisor to the Facilities Management Department and other clients as assigned. Duties include properly analyzing and preparing real property instruments for transactions of the County whether as buyer, seller, lessee, lessor, or otherwise, and handling any related litigation. The attorney will also provide accurate and timely legal advice and representation to assigned clients and departments on a wide range of municipal issues.

    An attorney in this classification exercises independent judgment, initiative and resourcefulness in analyzing complex situations and providing legal advice concerning potential courses of action. Duties are performed with professional discretion and within office guidelines, professional ethics and standards, and legal requirements. This is an exempt position, covered by a collective bargaining agreement, with optional union membership.

    Position Summary

    Provides Pierce County legal representation in connection with real property transactions.

    Analyzes and prepares documents for the County's commercial real estate transactions and is often involved in legal negotiations.

    Advises and represents Facilities Management and other county officials as assigned.

    Drafts legal opinions, pleadings and memoranda.

    Handles litigation as assigned.

    Performs other related work as required.

    The Northwest Justice Project (NJP) is a not-for-profit law firm whose mission is to secure justice through high quality legal advocacy that promotes the long-term well-being of low-income individuals, families and communities through legal representation, community partnerships, education and other advocacy. This Integrated Rural Legal Assistance Project (IRLAP) position is funded under the federal Victims of Crime Act provided through a sub-contract with the state Office of Civil Legal Aid. NJP anticipates continued receipt of these funds and the positions are not subject to any specific grant or contract term. This is a full-time position, located in Aberdeen, WA. NJP now seeks applications from qualified attorneys to undertake mission directed work statewide to address the civil legal needs of persons who have been victims of crime who experience related civil legal needs. Such crimes include, but are not limited to violent crimes, such as domestic violence, sexual assault, rape, assault, human trafficking, as well as wage theft, fraud and other financial exploitation. The crime need not have been prosecuted or reported to law enforcement for the victim to receive civil legal services through NJP. The project will primarily, but not exclusively, target services to victims who have significant barriers accessing civil legal assistance due to rural isolation, limited access, limited English proficiency, immigration status and other factors, making certain crime victims particularly vulnerable to civil legal issues arising from their having been a victim of a crime. The Aberdeen attorney will be expected to collaborate closely with victim services agencies in the geographic service area to identify and meet the civil legal needs of the client population. Successful applicants for these positions will work together as a team within NJP and will collaborate as part of a broader team of attorneys serving within the Washington Alliance for Equal Justice.     GENERAL JOB DUTIES: The team of V O C A attorneys will undertake a range of duties including, but not limited to:  Work collaboratively with others to identify the most important problems impacting victims, their families and communities affected by crime.  Engage with clients and victim services providers to identify and seek individualized and systemic solutions to adverse consequences of victimization, with particular focus on victim and family safety, protecting and preserving access to basic needs, and persons and groups that experience special barriers to accessing civil legal services, including seniors, people with disabilities, children, veterans, immigrants, limited English speaking persons, and other groups.  Develop collaborative working relationships with a statewide network of advocates addressing similar and related issues throughout the state; participate in advocacy task forces or work groups to address systemic issues that arise in the context of crime victimization.  Utilize NJP’s case management and timekeeping systems and comply with all applicable regulatory requirements and reporting needs.  Help identify and develop on-line resources for use by attorneys and/or unrepresented litigants on crime victim rights and consequential legal impacts arising from being a victim of crime.  Support the work of NJP partners including the volunteer lawyers, private attorneys, other legal aid providers and interested parties and organizations addressing the legal needs of crime victims. GENERAL QUALIFICATIONS:  Member of the Washington Bar or willing and able to take next bar exam.  Strong oral and written communication skills.  Dependable organizational and time management skills.  Attention to detail and willingness to develop and maintain systems to facilitate grant reporting and compliance requirements.  Willingness to work and live in southwest Washington and reliable transportation and ability to travel within the geographic service area (Grays Harbor and Pacific Counties).  Experience working with economic crime victims, violent crimes, e.g., domestic violence, sexual assault, assault, trafficking, etc.  Ability to work collaboratively with diverse partners, client communities, law enforcement, health care providers, guardians, case managers and others.  Cultural competency; especially with crime victims, people with disabilities, seniors, veterans, immigrants, limited English proficient persons, etc.  Overall commitment to low income populations will be evaluated for each candidate. Preference given to those with direct or indirect experience working with the client populations described above.  Spanish language proficiency is preferred. COMPENSATION: Depends on experience.     These positions are made possible by funding under the federal Victims of Crime Act provided through a sub-contract with the state Office of Civil Legal Aid.
